The Georgia Residential Land Development Council (GRLDC) is celebrating July 1 as “Liberation Day” because Senate Bill 447, one of the most significant permitting reform measures in Georgia history, officially takes effect on July 1.
Passed during the 2026 legislative session with strong support from GRLDC and industry stakeholders, SB 447 establishes long-overdue accountability, transparency and predictability in Georgia’s permitting process. For builders, developers and homebuyers, July 1 marks the beginning of a more efficient system designed to reduce unnecessary delays and lower the costs associated with housing development.
“July 1 is Liberation Day because the protections and reforms established in SB 447 are now the law of the land,” said Jay Knight, chairman and co-founder of GRLDC. “For years, builders and developers have faced unpredictable timelines, shifting requirements and costly delays. Beginning today, there are clear expectations, clear timelines and greater accountability throughout the permitting process.”
The legislation was created to address a challenge that has frustrated the housing industry for years. Permit applications could sit for months awaiting review, requirements could change during the process and applicants often faced repeated rounds of comments that increased costs and delayed housing delivery.
Those delays carried significant consequences. Every additional month spent waiting for approval meant higher interest costs, increased carrying expenses and higher development costs that ultimately found their way into the price of a home.
SB 447 creates guardrails around the permitting process by establishing:
- A five-day completeness review period
- A 45-day timeline for initial permit reviews
- A 20-day timeline for first resubmittals
- A 14-day timeline for subsequent reviews
- No new comments added at subsequent reviews
- Written explanations for permit denials
- Fee refunds when statutory deadlines are missed
- Greater transparency and accountability throughout the review process
The law also limits the endless cycle of new comments and changing requirements that many applicants have experienced during permit review.
“SB 447 is fundamentally a housing affordability measure,” said Knight. “When unnecessary delays are removed from the process, housing can be delivered faster and at lower cost. That’s good for builders, good for local governments and most importantly, good for Georgia families.”
While GRLDC is celebrating the implementation of SB 447, the organization is also focused on helping members maximize the benefits of the new law.
GRLDC has developed recommended language that should be attached to Land Disturbance Permit applications to help ensure applicants receive the full protections and benefits provided under SB 447.

Although July 1 marks a major milestone, GRLDC views it as the beginning of the next chapter in its mission to improve housing affordability across Georgia. The organization is already advancing additional initiatives, including Final Plat Reform, to further reduce unnecessary costs and delays in the housing delivery process.
Today, however, is a day to celebrate.
