Hard Work Pays Off at West Highlands
It was a long road with more than a few bumps along the way, but Atlanta home builder Brock Built, in partnership with Columbia Residential and the Atlanta Housing Authority, closed on the bond for the award-winning West Highlands community. The redeveloped community is now the jewel of the area, thanks to several partnerships and a tax allocation district that helped raise the money.
Dilapidated apartment buildings known as Perry Homes originally sat on the site. The city of Atlanta approached Brock Built president Steve Brock about partnering with other organizations and using a bond to raise money for redevelopment. The goal would be to turn the property into a beautiful community where residents would be proud to live.
The bond was derailed once with a lawsuit that ended with the Georgia Supreme Court siding against the partners. However, state voters approved an amendment that allowed the bond to continue.
Brock Built and its partners went to work designing a master plan community featuring new multi-family homes, single-family homes and townhomes, along with significant greenspace. The result is West Highlands, a beautiful neighborhood close to downtown that offers residents craftsman-style homes, sidewalks and tree-lined streets.
“The concept is a traditional neighborhood development,” Brock said. “It’s now a very vibrant community.”
West Highlands has received several awards, including being named a Community of Excellence and Best Master-Planned Community. In 2012, it won an OBIE for Mixed Use Community of the Year.
Today, the mixed-use, mixed-income community is booming. Brock Built is constructing 20 to 25 new homes at a time, and closing five to seven homes a month in the Atlanta community. Homes are priced from the low $200,000s to $400,000s, and the community features amenities such as walking paths, picnic areas and a playground.
“It was a long, hard development,” Brock said. “But this is a community that has helped changed the paradigm of northwest Georgia.”
